Loeper,e /L <br />Staff Planner <br />DATE: February 24, 1989 <br />SUBJECT: NORBECK REQUEST TO REZONE PROPERTY FROM A-1 TO RS -3 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 7, 1989. <br />DESCRIPTION AND CONDITIONS: <br />Samuel C. Norbeck has submitted a request to rezone a parcel of <br />land from A-1, Agricultural District (one unit per 5 acres) to <br />RS -3, Single -Family Residential District (up to 3 units per acre). <br />The parcel contains 0.262 acres. The subject parcel is located on <br />the west side of State Road A1A approximately 3i miles north of <br />County Road 510. <br />On January 26, 1989 the Planning and Zoning Commission voted 5-0 <br />to recommend that the Board of County Commissioners rezone the <br />subject property from A-1 to RS -3. <br />ALTERNATIVES & ANALYSIS: <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped and is currently zoned A-1. <br />The property to the north and south of the subject parcel is also <br />undeveloped with A-1 zoning. Immediately west of the subject <br />property are citrus groves, zoned A-1. To the east, across State <br />Road A1A, property is zoned RS -6, Single -Family Residential (up to <br />6 units per acre). Single -Family homes have been built on a <br />scattered basis on these oceanfront lots. <br />Future Land Use Pattern <br />The subject parcel and surrounding property west of S.R. A1A has a <br />land use designation of LD -1, Low Density Residential District 1, <br />(up to 3 units per acre). Property to the east of S.R.
