;MAR li889 <br />BOOK <br />16 F'4GE313 <br />Transportation System <br />The subject parcel, fronts State Road A1A, designated as a <br />principal arterial road on the county Thoroughfare Plan. This <br />portion of A1A is currently operating at a level of service (los) <br />"A". Access to A1A and impacts resulting from parcel development <br />would be addressed during site plan or building approval. <br />Environment <br />The Comprehensive Plan does not designate the subject property as <br />environmentally sensitive; however, the property is within a <br />designated 100 year flood plain. Development of the parcel would <br />require adherence to the National Flood Insurance Regulations. <br />Utilities <br />Public water and sewer are not available to the subject site nor <br />are there any plans to extend service to this area at the present <br />time. Development of a single-family residence would require <br />necessary approvals for individual well and septic systems. <br />Analysis <br />The requested zoning change would not permit a higher intensity of <br />development than that which is already permitted. The subject <br />parcel is an existing lot of record which needs to be rezoned for <br />the less stringent setbacks in the RS -3 district. <br />Despite the small size of the parcel, this request is not <br />considered spot zoning as it abuts existing residential districts <br />to the east and is in proximity to residentially zoned property to <br />the south. This change is consistent with the existing land use <br />designation and is one of the first requests for rezoning in this <br />area. <br />Conclusion <br />The subject parcel is located in a relatively undeveloped area of <br />the northern portion of the barrier island. Recent activities in <br />the area indicate an overall change in land uses from undeveloped <br />and agricultural land uses to low density residential. The <br />proposed zoning would be consistent with this trend. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that this <br />request for residential zoning be granted. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bird, the Board unanimously (4-0) adopted <br />Ordinance 89-9 approving the rezoning of the 0.262 <br />acres located on A1A approximately 3i miles north <br />of CR 510 to RS -3 as requested by Samuel Norbeck. <br />14 <br />
