MAR 14 1989 <br />BOOK 76 PAGE 360 <br />Public Works Director Jim Davis presented a petition signed <br />by 42 Roseland residents opposed to the opening of the south end <br />of 134th street (dead end road) at Saint Sebastian Catholic <br />Church property line. (PETITION IS ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD). Staff has looked at moving this project to <br />the top of the list of approximately 20 paving projects, which <br />are mostly voluntary petitions, but staff does not feel it would <br />be fair for other petitioners to wait for their roads to be paved <br />while the County responds to a more recent project. Staff is <br />recommending that this project stay in sequence. <br />Commissioner Scurlock emphasized that petition paving has <br />been one of the County's most successful programs, but understood <br />that it is taking 2-3 years to get to these projects done. He <br />urged staff to again look at every possibility in terms of going <br />outside for engineering and contracting services so that we can <br />get to the projects that are waiting in a more timely manner. <br />Administrator Chandler advised that he and Director Davis <br />have been working on this matter and will be coming before the <br />Board shortly with some recommendations. <br />Director Davis explained that the proposed project is in <br />response to the parishioners wanting the road opened and this <br />Board's decision that the road would have to be paved if it was <br />to be opened. The project would entail paving 6/10ths of a mile <br />at a projected total cost of $30,000-$40,000. The church has <br />indicated that they would be willing to fund $10,000 of the <br />paving costs. However, he understood that even with the $10,000 <br />donation from the church, the neighbors have indicated that they <br />don't want the street opened or paved. <br />Commissioner Bowman asked what it would cost to have a light <br />installed out on U.S. #1 that would function only during church <br />hours. <br />Director Davis did not believe the DOT would permit a light <br />on U.S. #1. If they did, he estimated a light would cost approx- <br />imately $30,000-$40,000. <br />12 <br />
