Buford Goff & Associates have designed a system which is micropro- <br />cessor based and PC controlled that will interface with existing <br />detention electronics. The new proposed systems is identified <br />as a Process Logic Controller (PLC) which will load and control <br />all new and existing detention electronics. Staff would like to <br />review a similar system in operation to examine the operational <br />ability of this systems integration approach to detention electronics <br />prior to bidding. <br />ALTERNATIVES AND ANALYSIS <br />The Phase III Project Manager, alerted the Board of County Com- <br />missioners relative to concern about the detention electronics <br />which had been designed during the presentation by Frizzell Archi- <br />tects on December 6, 1988. Frizzell Architects advises that this <br />state-of-the-art system is in place and operational in Washo County,.. <br />Nevada, and no other similar system is available for review and <br />observation within closer proximity to Indian River County. <br />The Project Manager does not question the expertise of Buford Goff <br />& Associates to design the detention electronics system. It is <br />a concern as to whether this system will integrate with the existing <br />Phase I and II systems and that the proposed system will function <br />operationally to the level of service required in the maximum <br />security environment at a minimum of expense. <br />Expenses incurred in traveling to review the Process Logic Controller <br />System would be approximately $600 per person which includes air <br />fare and per diem expenses. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />the travel for the appropriate Commissioner(s) and appropriate <br />staff to visit the detention facility at Washo County, Nevada, <br />to review and examine the Process Logic Controller System currently <br />in operation. <br />Funding for the travel is available from the Phase III Construction <br />Fund per the Budget Director. Staff also recommends that the County <br />Administrator be authorized to approve the appropriate county staff <br />which would travel for the purpose referenced above. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Eggert, that the Board approve staff's <br />recommendation. <br />Under discussion, Commissioner Bird realized what a problem <br />the detention electronics have been in our existing facility and <br />how concerned we are that we don't make this mistake again, but <br />questioned whether a layman is going to learn anything by just <br />going out there and looking at a system that is so sophisticated. <br />25 <br />MAR 1 4 1989 <br />
