i989 <br />o <br />BOOK. rAGE 374 <br />Chairman Wheeler believed it is worthwhile to talk directly <br />with the people who are actually working with the system, because <br />they are more apt to give a better picture of how well their <br />system works. <br />Commissioner Bowman felt it wasn't much of a recommendation <br />that there is only one of these systems in operation in the <br />country. <br />Doug Wright, Project Manager for Phase II of the Jail, <br />advised that there is another system in operation in Tennessee, <br />but it is not in a detention setting. He emphasized that they <br />are not going there to look at it from the technical side, but <br />rather from an operational standpoint, and Commissioner Scurlock <br />agreed that the man who is working with the system every day is <br />the one who is going to give us the most insight into it. The <br />consultants have recommended the system, but we should see how it <br />works before we purchase it. <br />Commissioner Bowman preferred to know that there were more <br />than two of these systems in operation, and was concerned that we <br />might be a guinea pig. <br />Director Wright was concerned that if we took the consultant's <br />recommendation for this amount of money and it didn't work out, <br />he would have to come back in here and explain to the Board why <br />we didn't go out and look at it before we purchased it. <br />Commissioner Scurlock felt that rather than going to <br />something that is so fancy, we should go to something that has <br />worked and has been around for 5 or 6 years, meets the DOC <br />standards, and has a stable supplier. <br />Director Wright noted that the architect specifically hired <br />this particular consultant for his vast experience in designing <br />these type of systems. <br />Administrator Chandler believed the key issue is to find a <br />system to integrate the existing systems in Phase I and Phase I1, <br />and felt there would be a need for someone from Emergency Management <br />26 <br />
