originally promised a 200 -ft. buffer zone of single family homes. <br />He urged the Board not to go back on that original promise. <br />John Donovan, resident of River Shores, stressed the point <br />that was made earlier about expecting these people to come in <br />later on and ask for additional clearance to dredge or something <br />else of that nature. He explained that this is a very sensitive <br />area, and he takes his boat very slowly and very carefully past <br />his neighbors property along the canal because you can see the <br />washout from props. He found it hard to believe that people who <br />don't have this relationship with their neighbors are going to <br />take the same amount of care, and felt it is not going to take <br />very long with boat densities of 60-70 a month to cause that sea <br />wall to erode very rapidly. As far as the question of <br />navigation, he felt that is not necessarily taken for granted. <br />Navigability implies no potential damage to the shoreline and <br />reasonable care, and they are not willing to accept the oral <br />commitments by Attorney O'Haire. They are not particularly happy <br />with the correlations between the statements he made earlier and <br />some of the things that have happened, i.e., his statement that <br />as many trees as possible will be left was followed almost <br />immediately by bulldozers razing the grove. In addition, Mr. <br />Donovan believed they were told that they would not be going to <br />the river and other things of that nature. They agree with <br />Commissioner Scurlock that there should be something in writing. <br />If there is any equitable responsibility, he felt it should not <br />be in proportion to the number of docks, but rather to the number <br />of boats that are using the waterway. <br />Vice Chairman Eggert asked if anyone else wished to be heard <br />in this matter.
