r - <br />fn 2 0 1989 <br />ElOOK 76 F'GE 464 <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, that the Board adopt staff's <br />recommendation to overturn the Planning & Zoning <br />Commission's decision to deny approval of the boat ramp <br />facility, and grant major site plan approval to this <br />application, subject to the first 3 conditions outlined <br />in staff's recommendation, plus the condition that <br />maintenance of that particular canal and access into <br />the river would be the responsibility of Grove Isle. <br />Under discussion, Commissioner Bird stated he was familiar <br />with the 200 -ft. single-family buffer, but really felt that a <br />small recreational facility like this one with one boat ramp and <br />5 parking spaces and the minimal amount of use he believed it <br />will receive, is not a violation of any trust that the people of <br />River Shores put in this Commission when we approved the original <br />site plan. He felt it can be compatible and that it is only fair <br />play that the people in Grove Isle should have access to this <br />waterway. He liked the part of the Motion where they are <br />agreeing to maintain the canal and make it navigable. <br />Commissioner Bowman stated that she would vote against the <br />Motion for environmental reasons. <br />Vice Chairman Eggert stressed that she was very torn on this <br />issue, but did feel that Grove Isle has a right to use that DOT <br />canal and have a minimal amount of boat ramp, provided that all <br />the conditions are met. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />carried by a vote of 3-1, (Chairman Wheeler being <br />absent) and Commissioner Bowman voting in opposition. <br />24 <br />
