MAR 2 <br />989 <br />POOK <br />�UJ oGE 472 <br />No funds were programmed in the FY 88-89 budget for an incorporat- <br />ed area historic survey project. Since the project involves work <br />within municipalities, MSTU budget funds would not be an appropri- <br />ate budget source. Several other alternatives, however, are <br />available to fund the project. These include: using general fund <br />contingency monies; obtaining funds from the municipalities if <br />they want the project; or applying for grant funds (50% match <br />required) in the current application period. If the grant option <br />is chosen, the incorporated area project could not be done in <br />conjunction with the current project, the county staff would <br />expend time in preparing the grant application, and a 50% match <br />would be required. Both other alternatives also have drawbacks. <br />Regarding use of general fund contingencies, these monies are <br />generally set aside for emergencies and have already been reduced <br />substantially. Regarding municipal contributions, there has been <br />no assessment of the cities' interest in participating in the <br />project. <br />The staff feels that the project would primarily benefit the <br />individual communities. However, the county would derive some <br />benefit from the survey results. For that reason it would seem <br />equitable for each of the three municipalities to contribute its <br />share of the project's cost (Vero Beach: $10,500; Fellsmere: <br />$3,500; and Sebastian: $2,625) and the county to manage and <br />administer the project. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to contact each of the three affected municipalities to <br />determine willingness to finance its share of the incorporated <br />area historic survey. Staff recommends that the chairman be <br />authorized to sign an amended contract with Historic Property <br />Associates, Inc. for $16,625 to do an incorporated area historic <br />survey if the cities of Vero Beach, Fellsmere and Sebastian agree <br />to pay this share of the project. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, Chairman <br />Wheeler being absent) approved the expansion of the <br />Historic Survey to include the incorporated area of the <br />county, as set out in the above staff recommendation. <br />REPORT ON ALS SITUATION IN FELLSMERE <br />Doug Wright, Director of Emergency Management, reported that <br />Rosemary Cavanaugh, Chief of the Fellsmere Volunteer Ambulance <br />Squad, tendered her resignation last Friday evening. He <br />understood that the basis on which she resigned was because of <br />the protocols and some problems they had encountered with a few <br />of the medics.
