McCAIN`N.,,C <br />PROJECT ENGINEER ... <br />DEPARTMENT OF UTILITY SERVICES <br />BACKGROUND: <br />On October 7, 1989, we received a grant for $1,836,570.00 from the <br />Environmental Protection Agency to, construct a sludge/septage <br />facility for Indian River County. The estimated construction <br />cost of this project is $4,146,732.00. Therefore, we must <br />acquire funding for the portion of the project over and above the <br />amount of the grant. To this end, we now need to proceed with the <br />Niderviation of a rate structure for charges associated with the use <br />of this facility. <br />ANALYSIS: <br />The Environmental Protection Agency requires a rate system be put <br />in place to assure recovery of capital cost and operational cost. <br />It will be necessary to determine what method should be used in <br />establishing the rate system. <br />39 <br />WA 8 1989 <br />eoaK 76 F E479 <br />
