APR 11 A89 <br />BOOK 76 Mc 547 <br />Mr. DeBlois advised that staff would like the flexibility to <br />make a few minor changes in the wording of the proposed <br />management plan. The County Attorney's office has said that <br />these minor changes would not be substantial to the meaning of <br />the plan. In addition, the restriction of lighting in the <br />protected area of the Trail was not addressed in the management <br />plan, and staff recommends the following addition to The <br />Protected Area". On page 7, add as Item #8, "Lighting in the <br />protected area and travel -way shall be limited to lighting for <br />safety and traffic purposes only as approved by the County Public <br />Works and Planning Departments. Illumination of the protected <br />area or travel -way from a fixed lighting directed towards Jungle <br />Trail from adjacent property shall be prohibited." It was <br />staff's position that illumination from adjacent properties would <br />take away from the scenic aspects of the Trail and might <br />interfere with the wildlife in the area during evening hours. <br />Chairman Wheeler asked how they would govern that particular <br />point, and Mr. DeBlois explained that it would be similar to the <br />lighting restrictions to protect the sea turtles. It would <br />require the light to be shielded in such a way that it is <br />deflected to the property itself from the protected area, and <br />would be more a matter of shielding design rather than strict <br />prohibition. It would allow for low profile lights and path ways <br />and also would apply to docking facilities that may be allowed in <br />the river. <br />Mr. DeBlois explained two other minor clarifications in the <br />Plan: On page 12, in the 6th action under required criteria for <br />approval of a realignment request, add to the second sentence <br />where it states that the County planning staff shall coordinate <br />with the Indian River County Historical Society and the Florida <br />Native Plant Society, "and the State Bureau of.Historic <br />Preservation". <br />31 <br />
