Mr. DeBlois advised that the U.S. Fish and Wildlife Service <br />has volunteered to help out with the identification of rare and <br />endangered plants and animals within the buffered area, and staff <br />is requesting authorization to work with them on that survey. <br />Staff's entire recommendation is that the Board adopt the Jungle <br />Trail management Plan with the clarifications mentioned above; <br />authorize staff to coordinate with the Fish & Wildlife Service to <br />survey the trail protected area for rare or endangered species; <br />and adopt the Indian River County Historical Society's conceptual <br />plan as a guide for a parkway to be used as an educational tool <br />for residents and visitors to the county. <br />Commissioner Scurlock commended the Planning staff and the <br />various individuals and groups who worked so diligently to <br />develop the proposed management plan. He felt they had done an <br />excellent job and had come up with a good plan. He was concerned <br />with two areas of the plan, however, and wanted to discuss <br />the realignment restrictions and the opacity requirements. He <br />didn't feel there should be any realignment on the portion of the <br />road south of CR -510 other than if for some reason the State <br />would not allow us to stabilize the shoreline, or if the Trail <br />actually disappeared because the river ate into it. He wanted to <br />see us leave today with a little more flexibility in terms of the <br />alignment for the northern portion, and not just for safety's <br />sake, but have the ability to work with the community that lives <br />there and has property there to make sure that we end up with <br />what we really want, which is to preserve the Trail and have <br />something that is useful and beautiful in our community. He was <br />not suggesting that he would support a realignment, but did feel <br />that since we don't have our maintenance map filed, there may be <br />some reasons other than safety where we may want to consider a <br />realignment at some point in a public hearing before a group such <br />as this.
