Mr. Ugowski noted that they need approval in order to <br />proceed with design development and then go on to working <br />drawings and also in order to proceed with site plan approval <br />with the City of Vero Beach. He continued that this site plan <br />involved several issues that had to be addressed. 1) There is an <br />alley with a sanitary line which runs through the site; it cannot <br />be rerouted and must remain. 2) The portion of 22nd Street <br />running between 16th and 17th Avenues. The parking on the site <br />can be improved greatly by abandoning that part of 22nd Street. <br />This not only will improve the parking situation; it reduces the <br />need for setbacks for both parking and the building. 3) Another <br />major issue they had to deal with is the existing laundry and <br />grocery facility, which they had to design around as they will <br />have to co -exist for some time. 4) Lastly, there are a goodly <br />number of beautiful trees on the site that have to be considered. <br />It now appears, however, that some are not as good as originally <br />thought and some not as salvageable. <br />Mr. Ugowski explained that a library by nature must be a <br />e <br />sort of block building; it can be shaped and sculpted to some <br />degree, but it cannot be a long narrow winding building, which <br />would be ideal to fit among the trees. The reason for that is <br />that the key functions in the Library are supervision and access <br />to staff, and by having a squarish or roundish building, it <br />enables you to have very few staff to watch and serve a lot of <br />people; so, you can keep your long term cost down. Once you <br />assume that sort of shape, you then have to find a place for the <br />building itself. Mr. Ugowski noted that the majority of the <br />mature trees fortunately are located along 22nd Street, and they <br />have moved the building as far toward 17th Avenue as City code <br />will allow. <br />Commissioner Scurlock had questions relating to the parking <br />requirements and also the planned ingress and egress pattern. <br />Mr. Ugowski informed the Board that City code requires 98 <br />parking spaces for this size and type facility.
