Mr. Howell confirmed that location, of course, is critical, <br />and the City is considering excavating it and reinforcing it. <br />They have designed the building so that footings would be on <br />either side of the existing line and once it is reinforced, it <br />should not be a problem. <br />Commissioner Bird expressed concern about how a problem <br />would be handled if one should occur in the future. <br />Mr. Howell agreed that is always a concern, but felt <br />confident that by replacing the line with a good heavy PVC pipe <br />encased in concrete, it should not be a problem, and Commissioner <br />Scurlock pointed out that in many of the heavily populated cities <br />up north, having such pipe run under a building is quite common. <br />He believed it would be a PVC pipe encased in 4' of concrete. <br />Mr. Howell further noted that it is to be buried 10' deep <br />and the footings of the building are only 18" to 2' deep. In <br />addition, there will be a foot or two of fill, and the building <br />will be raised. <br />Commissioner Bird inquired about the estimated added cost <br />for this, and Commissioner Eggert advised that it is already in <br />the budget - $50,000 was to do the whole line, and they are only <br />making them do it under the building itself. <br />Mr. Ugowski next reviewed the proposed floor plans, which <br />are as follows, and stated that he was confident they are within <br />budget with the plan: <br />APR 1 p '1989 <br />15 <br />tloOK ID ['AGE 604 <br />
