building or a smaller building or a diminished facility because <br />we chose this site. <br />Mr. Howell commented that he could not say it is any less a <br />building. If you consider one story versus two stories being a <br />compromise, he guessed that control is somewhat of a compromise, <br />but the site would not accommodate a one story building. He <br />felt, however, the building as designed answers the program. The <br />feel the cost is going to be tight, but they did meet all the <br />program requirements on this site. <br />Commissioner Bird noted that to do so, however, we had to <br />acquire other property and abandon 22nd Street; otherwise, we <br />would not have had sufficient space for parking while the grocery <br />and laundromat are still there. We only have 33 parking spaces <br />on the original site we purchased in conjunction with the <br />library. <br />Commissioner Eggert emphasized that we did not acquire <br />anything. The discussion in deciding on this site to begin with <br />included an offer by the church to share the parking. <br />Discussion continued at length about the parking spaces that <br />could be accommodated, and some question arose about the benefits <br />or disadvantages of a two story building over a one story <br />building. Mr. Howell noted that one benefit is that obviously <br />the expanse of the roof is cut in two so there is less <br />maintenance cost for the roof. <br />Commissioner Scurlock felt that the bottom line is that this <br />is the site we have and must work with, and he suggested we move <br />along. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Eggert, to accept the concept <br />presented today and approve the floor plan and <br />architecture for the Indian River County Main <br />Library so that we can file for the state grant <br />and continue to move forward with site plan approval <br />and specifications. <br />19 <br />APR 181989 <br />PUCK <br />EAGc 6il8 <br />
