Administrator Chandler advised that this is just the initial <br />cash flow report. The intent is to line up the projects we have <br />in place versus our income, and this shows just about what we <br />would expect at this point in time. We do have a pretty <br />aggressive capital program about to kick off with the Jail, the <br />Courthouse Complex, and the Health Department, plus our <br />Right -of -Way needs. This report sets out a projected time frame <br />and shows that there will be shortages at varying points in the <br />initial phases. <br />Administrator Chandler talked about the need for seed money <br />in the initial phases and emphasized that they have been cautious <br />and conservative in setting up these projections, especially <br />because of the lack of a track record. He noted that one thing <br />they have not built into this yet is the stockade concept. There <br />will be a time lag with the collections and then disbursement <br />back to us, and that is why they figured on September. Staff <br />will be updating this report and coming back periodically with <br />this as we get deeper into the program. <br />Commissioner Scurlock believed the Finance Advisory Com- <br />mittee recommendation ties into this cash flow projection to some <br />extent and requested that it be moved up on the agenda and <br />discussed at this time. The Chairman determined that there were <br />no objections and asked Commissioner Scurlock to review it for <br />the Board. <br />FINANCIAL ADVISORY COMMITTEE RECOMMENDATION <br />Commissioner Scurlock referred to the following and noted <br />that basically at the last meeting Administrator Chandler and OMB <br />Director Baird presented some information with some suggested <br />possible uses for the surplus that we had identified in terms of <br />cash carry forward or reserves.
