You cannot go back after the <br />millage is adopted; so we had a loss that year, and when you are <br />an expanding county going into the financial markets constantly <br />as we are, they don't like to see losses on your financial <br />statement. <br />Commissioner Scurlock believed Commissioner Bird is saying <br />you can simply go back into your budget and defer capital expense <br />and use that as operating funds to clean up. <br />Administrator Chandler concurred you can do that, but you <br />want to build a sound consistent financial base, and this is <br />simply insurance so that if you do get hit, you can cover that <br />cost and continue on normally with your capital programs. <br />Commissioner Scurlock agreed that it gives a more stable <br />environment, and Chairman Wheeler believed it is simply good <br />business planning. <br />Commissioner Bird noted that we sat here last year and <br />refused to put $100,000 in the budget for this when things were <br />tough and now that we have found some excess funds, they want to <br />increase it to $500,000, and he still is not in favor of it. He <br />questioned why it is necessary to make these allocations at this <br />meeting. <br />Director Baird explained that he just felt the Commission <br />should make a decision as to how they would like to utilize their <br />money. <br />Commissioner Scurlock felt the real answer is to look at our <br />contingency for the last 8 years. By not allocating, we put all <br />that money in contingencies, and then in about 6 months or so, it <br />is all gone because it gets nickled and dimed away. Every year <br />that he can remember, we have exhausted the entire contingency <br />fund before the year is out, and this is just an attempt to <br />earmark the use of these funds so we don't have everyone gearing <br />up to jump in and try to get part of them. <br />Chairman Wheeler concurred with Commissioner Eggert that it <br />APR 1 8 1889 <br />45 <br />aoor 76 FnE 634 <br />
