1989 <br />76d <br />�ooF ,!,U649 <br />Time to Accomplish 21 Projects <br />If the County staff continues with the Petition Paving Program as <br />historically implemented, it is estimated that all 21 projects <br />could be complete by June 30, 1991 (Labor and Engineering by <br />County Crews). <br />If the above program is implemented using outside services, the <br />following schedule is anticipated: <br />May <br />30, 1989 - Receive Proposals from Consultants for <br />Engineering and Surveying <br />July 25, 1989 <br />Dec. <br />- Assessment Rolls Complete <br />- Public Hearing process commences <br />30, 1989 - Design/Permitting Complete <br />Jan. 31, 1990 <br />- Bids Received <br />Sept. 30, 1990 - <br />The above time <br />timely fashion. <br />including: <br />1) Consultants not completing work on time; <br />2) Since only a few contractors in the area are large <br />enough to handle 21 projects in an eight month <br />construction period, construction could take longer or <br />few bidders may respond. <br />3) The cost could exceed or be less than the estimated <br />costs above. If the costs are excessive, rebidding may <br />be necessary. Rising petroleum prices could inflate <br />the cost. - <br />4) Poor weather could delay the work. <br />Construction Complete <br />schedule assumes the work will progress in a <br />There are numerous items that could cause delays <br />RECOMMENDATION AND FUNDING <br />It is recommended that staff be authorized to proceed with <br />negotiations for outside engineering services to implement the <br />contractual program outlined above. No funding is to be <br />considered until engineering contracts are prepared. <br />Commissioner Bird had questions about the petitions we <br />approve and those we turn down, and Director Davis noted that in <br />the case of some petitions that don't have 66.6% signatures, but <br />staff feels there was a majority of the people who owned <br />property, they believe these should be brought to the Board. <br />Attorney Vitunac advised that the Board can move ahead with <br />the paving whether we have the recommended percentage or not. <br />In discussion it was noted that the policy is 2/3 of either <br />the front footage or the number of property owners, but we have <br />varied from that. <br />Commissioner Scurlock commented that originally we required <br />100% in favor of the paving and then decreased the percentage to <br />60 <br />
