The Water Control <br />District has said there is no problem, conceptually, to utilizing <br />that right-of-way to tie together those two pieces of property. <br />Commissioner Bird understood that right-of-way crosses the <br />golf course on one hole, and felt some provisions would have to <br />be made on how to handle that situation. <br />Mr. Fletcher believed it would have to be a shuttle sort of <br />operation rather than just a random movement of people. <br />Mr. Fletcher reiterated that four parcels of property are <br />being offered by Mr. Ewing. <br />Commissioner Bowman understood that the 14 acres to the <br />south is a mosquito impoundment, and Mr. Fletcher confirmed that <br />there is public access to those 14 acres of impoundment. <br />Currently, the County sewage disposal plant is using that for. <br />effluent disposal. The Society likes the idea of having the <br />gardens site and the two parcels of wetlands to the north, but as <br />far as the wetlands property to the south is concerned, they will <br />leave that to the wisdom of the County Commission. <br />Commissioner Scurlock wanted to make clear that his Motion <br />was not to run out there this second and buy it. His Motion was <br />to direct staff and Commissioner Bowman to come back with a <br />concrete package that covers restoration, maintenance, operation, <br />available funds, etc., and then decide the issue of whether to <br />have a referendum. <br />Commissioner Bird liked the part of the Motion to have staff <br />look into the restoration and maintenance factors, because he <br />felt the realty is that it would take a substantial amount of <br />money and manpower to restore the beauty we saw in the slidefilm <br />presentation today. He felt that just buying it is the tip of <br />the iceberg, and his inclination is to have the MJG Preservation <br />Society, or some facsimile of that, manage, operate and restore <br />this facility, because we do not have the manpower in the County <br />Parks Department to take on the additional responsibility of <br />something of this magnitude. <br />18 <br />
