It is just an avenue to express what the Board senses <br />from the community. That is the type of process he could <br />support. <br />Commissioner Eggert commented that she didn't have much <br />feeling about this one way or another until she started thinking <br />about how it would have affected the libraries, because if it had <br />been left totally to staff, we would have had the same <br />architectural firm for the south county library as we do for the <br />north county library. <br />Commissioner Bird had mixed feelings on the matter, but <br />recognized that a Commissioner serving on one of these selection <br />committees might have somewhat of an intimidating effect on the <br />staff members of the committee. - <br />Administrator Chandler did not have strong feelings on it <br />one way or another, but did feel that one person should be <br />designated to receive and disseminate all material coming in. In <br />addition, he felt we must maintain our credibility in the policy <br />that everybody who comes in the door is on equal footing. <br />Commissioner Scurlock noted that the Utilities Department <br />uses a point system in their selection process, whereby they <br />evaluate and score the consultants in 8 or 10 areas. <br />Administrator Chandler advised that is the process we are <br />proposing to use in handling the courthouse request for <br />proposals. <br />Commissioner Bird agreed that the makeup of the consultation <br />selection comrnittees should be up to the Administrator. With <br />regard to a Commissioner serving on a selection committee, he <br />understood that we have 3 options: 1) a Commissioner will <br />automatically be seated; 2) a Commissioner will not <br />automatically be seated; 3) A Commissioner will be on there by <br />invitation. <br />30 <br />
