Commissioner Bird knew there are certain areas where he <br />could add some expertise, but there are other areas where he just <br />would be taking up space. <br />Administrator Chandler stressed that he was looking for some <br />consistency in our policy, and felt that we have a well qualified <br />staff that can go through these things and help the Commission. <br />Since we have a number of selections coming up in the near <br />future, he would like to see the Commission give some general <br />guidelines rather than coming back on an individual basis. <br />Commissioner Scurlock wanted to try a Motion that the <br />selection process be one where the County Administrator will <br />identify the technical staff to serve on the committee; where the <br />Administrator, or his designee, will be the direct liaison to <br />receive and disseminate all information coming in; and that it be <br />an open process where all evaluation forms are retained for <br />public record and open to the press. In addition, where there is <br />a standing committee where there is a Commissioner who represents <br />a particular area, that particular Commissioner will be named to <br />sit on the selection committee. Where there are no standing <br />committees or no area where a Commissioner has been involved, it <br />would be up to the Administrator to decide whether a Commissioner <br />should be seated on that Committee. - <br />Commissioner Bird asked if that meant that he would be <br />automatically seated on a selection committee if there was <br />anything in the RFP (request for proposal) that related to parks <br />and recreation, or that Commissioner Scurlock would serve on <br />something to do with utilities or finances? <br />Commissioner Scurlock explained that his Motion would be for <br />the actual selection committee, not the RFP, which is a technical <br />committee. <br />Commissioner Bird felt that is what Administrator is <br />recommending against, and Mr. Chandler reiterated that he just <br />feels that we should use our well qualified staff.
