APR 2 51989 <br />FOOK 76 f'AGE 702 <br />token, however, he could understand the value of a Commissioner <br />being on a selection committee. <br />Chairman Wheeler stated that he could live with however this <br />comes out since the Board will have the last word in approving <br />the selection. He emphasized that he has absolute confidence in <br />staff, but relies heavily on the input from a Commissioner who <br />works with a committee in a particular area. <br />Chairman Wheeler asked Commissioner Scurlock to restate his <br />Motion since it went into discussion without getting a second. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Eggert, that the Board <br />adopt a process for selecting consultants whereby... <br />1) The Administrator would select the technical members; <br />4 <br />2) The Administrator, or his designee, would be the <br />individual to accept and/or disseminate any information <br />received; <br />3) The entire process be public and that all evaluation <br />forms be available to the press and to the general <br />public; <br />4) If there is a standing committee, i.e. recreation, <br />finance, library, transportation, etc., that the <br />Commissioner currently serving in that area be seated on <br />the selection committee; and <br />5) If there is not a standing committee or a Commissioner <br />who sits as a liaison person, the selection of a <br />Commissioner to serve on that selection committee would <br />be at the sole discretion of the Administrator. <br />Under discussion, Attorney Vitunac advised that the <br />selection process has to be open to the public, but noted that <br />all the law says is that the County Commission shall establish a <br />procedure. <br />Commissioner Bowman understood that we are just formalizing <br />a policy that can be followed consistently, and Chairman Wheeler <br />pointed out that if the policy doesn't work, Administrator <br />Chandler can come back and recommend a change. <br />32 <br />
