APR 2 5 1989 <br />COUNTY CORRECTIONAL PLANNING COMMITTEE REPORT <br />BOOK 76 PAGE 708 <br />Chairman Wheeler read aloud the following memo dated <br />4/24/89: <br />ti's -4-....a+-Board of County Commissioners DATE: April 24, 1989 FILE: <br />SUBJECT: Update on Proposed <br />Stockade Program <br />FROM: Gary Wheeler, Chairman <br />The attached document represents costs estimates that potentially <br />would be incurred in acquiring property, construction, furnishings, <br />staffing, support equipment, and rehabilitation/counseling therapy <br />for implementation of a Stockade program. <br />The Correctional Planning Committee met on April 21, 1989, and <br />discussed in some detail the concept and feasibility of a Stockade <br />program that encompasses a structured work environment. The <br />Correctional Planning Committee unanimously approved the concept and <br />agreed to place Phase III plans temporarily on hold for thirty (30) <br />days. During this interim the staff and Committee will study how <br />Phase III and the Stockdde might complement and interface in order <br />to make an intelligent recommendation to the Board of County Com- <br />missioners in terms of proceeding with both endeavors <br />The Stockade cost estimates total $1,256,480 or $12,565 per bed for <br />minimum/medium classified inmate. This figure includes the <br />acquisition of property in the amount of $250,000. Excluding <br />property acquisition, per bed costs amount to $10,065 as compared to <br />$42,856 (costs include renovations to support service areas) for a <br />maximum security facility. <br />Phase III of the jail will have to be constructed. However, <br />consideration should be given to the Stockade program as the <br />process by which some relief to the overcrowding problem being <br />experienced may be found during the eighteen month construction <br />period. It is my firm belief that a perpetual benefit is available <br />in a Stockade program that encompasses a work ethic structured with <br />counseling and rehabilitation therapy on site. <br />Chairman Wheeler advised that the Committee is working on a <br />new resolution for gain time which would give the correctional <br />officers a little more leverage in keeping sentenced prisoners <br />for a longer time if the Jail is not at capacity. The Committee <br />will bring this matter back after receiving input from the <br />Judges, the State Attorney's Office, and the Public Defender's <br />Office. <br />38 <br />
