He believed he has given the Clerk a <br />personal commitment that he does support the System 400 for the <br />Clerk's office, but he felt the timing they were looking at was <br />to fully utilize this resource as long as we can and be sure that <br />we have planned so that when we get to the point where the <br />decision has to be made, the 400 would be ready to come on line <br />for the Clerk's office. His only question is whether right now <br />is the time we have to make the decision or do we have a year or <br />6 months. <br />Clerk Barton advised that IBM is saying it would take 30-45 <br />days to get the System 400 physically in house, and then you <br />start the switching of the applications from the one computer to <br />the other. He informed the Board that he has in his budget <br />enough money to pay the lease payment if we go on a lease/ <br />purchase for the balance of this fiscal year, and then we can <br />address at budgettime whether the Board wants to pay it off or to <br />continue with the lease. The lease/purchase is about $8,700 a <br />month or $104,400 a year. <br />Commissioner Scurlock asked if there is any value left in <br />the System 38, and Mr. Barton commented that because of the <br />timing to start transfer, you really can't put a today value on <br />it, but in talking to IBM, he has gotten the impression that it <br />would be worth more by the piece than for resale as a system. <br />Commissioner Scurlock inquired about any impact on the <br />Clerk's staffing level as he understands it is hard to get <br />programmers for the 38. Mr. Barton confirmed that it is hard to <br />get programmers because it is in the language of an RPG3, which <br />is what we have been using. He advised that he specifically has <br />asked for the System 400 with compilers so it can talk in dual <br />language - RPG3 and COBOL - so they would be much more flexible <br />in the future both from the development standpoint or the buying <br />of package programs. He noted that most of the Clerk's office is <br />computerized at this point (about 990) - they just must face <br />whatever changes the Legislature makes. <br />14 <br />
