Undersheriff Raymond noted another question asked was why <br />they would not need to hire additional personnel to carry this <br />out. He advised that it is impossible to utilize new personnel <br />for this because it takes people who are familiar with the <br />workings of the department and primarily administrative people. <br />Chairman Wheeler asked about the need for new people to take <br />up the slack caused by present personnel taking on additional <br />responsibilities; in other words, they are saying that we are not <br />talking about any new people whatsoever for this program. <br />Undersheriff Raymond stated that they would not need any new <br />personnel because of this program. The man who will be heading <br />it up is the head of their training division; it will be an <br />additional duty to him, and he is committed to it. He further <br />noted that the majority of the people involved are on a straight <br />salary basis and not entitled to overtime. <br />Commissioner Eggert commented that she had read through all <br />the material provided by the Sheriff and thought there were some <br />excellent policies. She did not, however, see any determination <br />those policy adjustments would be put into effect. <br />Undersheriff Raymond advised that in order to be recognized <br />through accreditation, they would have to be put into effect. <br />Commissioner Scurlock believed it is necessary to reach a <br />certain level or you don't get certified, and Chairman Wheeler <br />further noted that you have to continue to be reviewed and <br />updated or you lose the accreditation. <br />Commissioner Bird asked if the program has enough flexibil- <br />ity so that it can be tailored to local needs and problems since <br />what works in Los Angeles may not work here. <br />Undersheriff Raymond confirmed that it is geared to the <br />individual department as evidenced by the fact that Mount Dora <br />Police Department is accredited as is the Palm Beach County <br />Sheriff's Office, and they are at the far ends of the scale. <br />Chairman Wheeler reported that he talked to accreditation <br />people in Fairfax, Virginia, who explained how this is analyzed <br />23 <br />MAY 2 199 <br />
