He emphasized that it specifically says <br />any increase. <br />In discussion it was noted that taking the capacity for <br />storage out of the system results in raising the flood levels <br />elsewhere and also extends the period of time that area would be <br />under water. <br />Commissioner Bowman commented that she had always felt that <br />one day we would have to stop doing this. <br />Commissioner Scurlock asked if this would make our acquisi- <br />tion of the Hoffman property less expensive, and Director Davis <br />felt that any lands within the 100 year flood plain would be less <br />valuable. <br />Commissioner Bird noted that there is a tremendous amount of <br />property along the river in our county, and Attorney Collins <br />commented that the sentence just before the one quoted by <br />Director Davis says that "......the area chosen for the <br />regulatory floodway must be designed to carry the water of the <br />base flood without increasing the water surface elevation of that <br />flood more than one foot at any point." He felt that may <br />provide a little bit of leeway. He explained they are not saying <br />you can't build within areas that are subject to flooding. What <br />they are saying is that in order to get insurance, the base <br />building elevation must be at least as high as what they know the <br />100 year flood will be. The restriction on filling applies only <br />to those areas that are designated as floodways themselves. <br />Commissioner Bird noted that this would be a cumulative <br />thing because no one development would cause that result by <br />itself, and he continued to express his concern about how far we <br />can go in denying people use of their property if they can't get <br />the flood insurance. <br />Commissioner Scurlock believed we must look at the cumula- <br />tive effect, and we must look at the long range effect'of human <br />impact on environment so that we don't exceed the limit of the <br />30 <br />M M r <br />
