In addition, the DOT has advised us that a Joint Project <br />Agreement is being sent for the $736,100 LGCAP grant for FY88-89. <br />We are ready to go to bid, a contract could be issued.by June 30, <br />1989, however, the Contractor could not proceed until permits are <br />acquired and right-of-way is purchased. <br />Staff is proceeding with obtaining appraisals for the <br />right-of-way and property acquisition. <br />Director Davis informed the Board that he has sent letters <br />to about 16 appraisal firms who have been prequalified by the DOT <br />in this type of appraising, and he received about 8 responses. <br />Some of these can respond in about 3 weeks, and some not for <br />months; so, they have narrowed it down to about 3 firms. The <br />Statutes require that if the value of a parcel is 1/2 a million <br />or more, 2 appraisals must be made, and he, therefore, would like <br />to select 3-4 of the best qualified appraisers and go ahead and <br />receive quotations and select the best 2. <br />Commissioner Scurlock stressed that we want to move ahead as <br />rapidly as possible, and he frankly felt we are fooling ourselves <br />if we think Mr. Hoffman is going to negotiate with us in terms of <br />what is best for the county. He would just. hope we do everything <br />we can to move on as fast as possible, and indicate to Mr. <br />Hoffman that we are going to move forward and will take whatever <br />route is available to get the Boulevard built. He believed we <br />must be very aggressive. <br />County Attorney Vitunac commented that the indication is <br />that Mr. Hoffman is going to fight this all the way, and, in <br />fact, already has hired Attorney Jim Richardson, who is known <br />statewide for fighting governments and getting big awards. There <br />are at least 8 different properties; so, Attorney Vitunac <br />recommended that his office be authorized to hire an assistant <br />attorney, Bob Sechen from Miami, who is an expert in condemnation <br />fighting for local government. Otherwise, because of the <br />workload this would involve, he felt they will have to hire <br />another attorney in their office full time. <br />Commissioner Scurlock asked how we take a quick action so we <br />�J,AY � <br />45 BOOK % � F',jGf= 77� <br />
