PINTO01? <br />DIRECTOR OF UTILIT ERVICES <br />SUBJECT: CATHODIC PROTECT -ON SYSTEM REPAIRS FOR THE <br />SOUTH COUNTY AND GIFFORD ELEVATED STORAGE <br />TANKS <br />PREPARED AND STAFFED BY: JOHN F. LAN <br />ENVIRONMENTAL PECIALIST <br />DEPARTMENT OF TILITY SERVICES <br />BACKGROUND <br />The Department of Utility Services currently owns four elevated <br />water. storage.tanks. All of these tanks have Cathodic Protection <br />_Systems installed in the tanks to help prevent corrosion. Harco <br />Technologies Corporation is providing the inspection service for <br />fiscal year 1989. This firm was the original supplier of cathodic <br />services to the County for the Gifford and Mid -Florida Systems. <br />South County Tank: The anodes have been depleted and must be <br />replaced. The old anodes were aluminum and depleted in one-third of <br />the time in which platinum anodes would deplete. Platinum anodes <br />run approximately 150% over the cost of aluminum and are included in <br />the proposal. The rectifier which puts out current to the anodes is <br />not a self-adjusting unit as are the other tanks' rectifiers. <br />Furthermore, the unit is weathered due to a deteriorating mild steel <br />cabinet. <br />Gifford Tank: The rectifier's controller has been shorted out due to <br />water damage. The cabinet is a mild steel cabinet which has heavily <br />deteriorated. <br />ANALYSIS <br />Harco has provided a proposal of $7,710.00 to do the following work: <br />1. Replace the South County rectifier with an automatic unit in a <br />galvanized cabinet. <br />2. Install appropriate platinum anodes in the South County Tank. <br />3. Replace the Gifford rectifier with an automatic unit in a <br />galvanized cabinet. <br />4. Install a County provided bulb and globe for the aviation light <br />at no cost. <br />Wallace and Tiernan has provided a proposal to accomplish item #3 <br />of the above at a price of $2,695.00. Wallace and Tiernan, <br />however, has still not satisfactorily accomplished the installation <br />of the Cathodic Protection system at the Kings Highway tank as <br />approved by the Board on September 1, 1987. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board award <br />the repair contract to Harco Technologies Corporation for the <br />Cathodic Protection Systems for the South County and Gifford <br />Tanks. The funding for this project will come from Account <br />#471-219-536-044-74. <br />L—_ <br />50 <br />
