_I <br />Indian River Shores, regarding a joint application <br />for recycling and education grants, all received <br />funds to go to the SWDD. <br />COPIES OF SAID INTERLOCAL AGREEMENTS AND GRANT APPLICATION ARE ON <br />FILE IN THE OFFICE OF CLERK TO THE BOARD. <br />PROPOSED SETTLEMENT - DEMOLITION LIEN/PROPERTY OF A. BROOKS, JR. <br />The Board reviewed memo from Asst. County Attorney Collins: <br />TO: The Board of County Commissioners <br />FROM: �c, William G. Collins II - Assistant County Attorney <br />DATE: April 26, 1989 <br />SUBJECT: Proposed Settlement for Demolition Lien Against <br />the Property of Alexander Brooks, Jr. <br />A building at 845 8th Avenue, S.W. was demolished by Indian <br />River County, and a lien was placed against the property for <br />the cost of demolition. The building had been destroyed by <br />fire and was determined to be hazardous. Pursuant to County <br />ordinances and Board approval, a lien was recorded on March <br />14, 1989 to secure the cost of demolition and removal of the <br />structure in the amount of $2,723.43. <br />The owner of the property, Mr. Alexander Brooks, Jr., is <br />serving in the armed forces in Germany. A lien -on property <br />cannot be foreclosed against an individual serving in the <br />armed forces until such time as he leaves the service. <br />Thus, it could be years before the County could recoup its <br />costs of demolition. <br />The County has been contacted by Mrs. Emma E. Jackson of <br />Vero Beach who holds a Power of Attorney from Mr. Brooks. <br />Mrs. Jackson is not able to pay off the entire $2,723.43 <br />lien in a lump sum amount. Mrs. Jackson has proposed the_ <br />following agreement to resolve this lien: <br />1. <br />A down <br />payment of <br />$500.00. <br />2. <br />Monthly <br />payments <br />in the amount of $200.00 for 11 months. <br />3. A final payment in the amount of $23.43. <br />4. Waiver of interest accruals as long as the agreement Is <br />performed within the 1 -year time frame as proposed <br />above. <br />56 <br />
