for grants but may apply jointly with the Counties. The Cities in <br />Indian River County, therefore, must apply jointly with the County <br />to obtain any funds. The funds that would be available by the <br />Cities applying jointly would be based on the population of those <br />Cities. <br />If the County were to apply individually for funds it would be <br />required to provide equally matching funds in order to use the <br />grant. However, if the Cities representing over 75% of the <br />incorporated population apply jointly with the County, no matching <br />funds will be required. <br />The Solid Waste Disposal District is proposing an education program <br />and a basic recycling program that would establish recycling centers <br />at the landfill and at our currently existing Solid Waste Collection <br />Centers. In as much as the Cities are not •prepared at this last <br />minutes notice to .utilize grant funds for implementation of a <br />recycling program, they have tentatively agreed to apply jointly <br />with the County and allow the County to distribute these initial <br />1988-1989•funds to The Solid Waste Disposal District for utilization <br />as follows: <br />A. Capital costs for recycling and education, if justified to, and <br />approved by, FDER; <br />B. Establishing recycling centers at the County Landfill and the <br />existing Solid Waste Collection Centers for recycling paper, <br />glass, plastic, Compostable debris, white goods, and metals; <br />C. Shredding of organic materials for composting and or reuse as <br />mulch; ' <br />D. Promotion of recycling, volume reduction, and proper disposal; <br />E. Market development for recyclable materials; and <br />F. Other uses provided for under the grants program and authorized <br />by the FDER. <br />In order to apply jointly for grant funds the Cities and the County <br />must enter into an Interlocal Agreement that specifies how the grant <br />funds are to be distributed and utilized. This agreement must be <br />recorded and then forwarded to DER by May 19, 1989. <br />ANALYSIS <br />Attached are copies of Interlocal agreements for the municipalities <br />of Vero Beach, Fellsmere, Sebastian, Town of Orchid, and Town of <br />Indian River Shores. <br />The agreements provide for a City/County j6'int application with all <br />received funds distributed to The Solid Waste Disposal District for <br />implementation of a County wide Recycling and Education Program. <br />RECOMMENDATION <br />Staff recommends that The Board approve the subject agreements and <br />authorize the Chairman to sign them on behalf of the County. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously approved <br />Interlocal Agreements with the City of Vero Beach, <br />Fellsmere, Sebastian, Town of Orchid and Town of <br />55 <br />BOOK I FACE 4� <br />
