AY 7. <br />Chairman Wheeler was not sure that what is proposed answers <br />the need for low income housing. <br />Commissioner Scurlock noted that in the process of estab- <br />lishing water and sewer into this area, the message he kept <br />hearing is that the Gifford community doesn't want to be treated <br />differently on zoning issues for too long. He believed we are <br />finally trying to come up with a good plan that provides a mix of <br />housing that will upgrade the community, and he personally sees <br />this project as doing that. Commissioner Scurlock pointed out <br />that we have not proceeded with the demolition of many sub- <br />standard structures in the area, simply because we have had <br />nowhere to move the people. Also, as Commissioner Bird noted, <br />there are quite a few single family lots available. His one <br />I <br />concern is that he wants something to be developed that provides <br />a more compatible transition with the larger tract to the north, <br />and he felt what is proposed will give whoever ends up developing <br />that property a better opportunityeto do something nice. <br />Chairman Wheeler commented that looking at the map, he sees <br />good and bad. Right now you have 47th Street as kind of a buffer <br />into the area going north, and with this proposal, you will be <br />moving that to 49th Street. He personally would like to see the <br />RMH-8 areas readdressed as the need for residential development <br />becomes more prevalent in the area. He has mixed emotions about <br />what is proposed, and feels we may be a bit premature with the <br />new Comprehensive Plan still being developed. <br />Commissioner Bird noted that he is not that familiar with <br />the mobile home parks in this area. If they have not been <br />subdivided, he agreed we can do something with them, but if they <br />are sub -divided and the lots separately owned, it becomes very <br />difficult. <br />Director Keating advised that this is something that was not <br />an easy decision for staff, but they wanted to encourage develop- <br />ment and questioned whether single family would become a reality. <br />16 <br />- M <br />
