r4 <br />AY p'poor e T <br />living situation. As to this being a transitional area, Mr. Hett <br />emphasized that you have junkyards to the SE and mobile homes to <br />the SW. If this becomes a rental residential neighborhood with <br />different owners, he believed everyone knows it is much more <br />difficult to have the constraints necessary to keep the <br />neighborhood up. He felt Mr. McGeary should be commended for <br />taking the risk. <br />Commissioner Eggert inquired what Mr. Hett expected their <br />market to be and about the need for rent subsidies in what they <br />are planning. <br />Mr. Hett answered that at the present, the idea is not to <br />use subsidies. If it turns out that they have to, they will. <br />They are talking about developing the first phase as a rental <br />situation and the second phase, possibly condos where it is <br />conceivable the government money could be involved as these <br />probably would be $30-40,000 units. <br />Commissioner Scurlock asked if Mr. Hett had any problem with <br />a 4 member Board voting on this proposal. <br />Chairman Wheeler commented that, to clear the air, Mr. Hett <br />has convinced him of the benefit of the proposed project. <br />Commissioner Eggert noted that Gifford is in her District, <br />and she always has pledged to the community that we would keep in <br />communication with them about things such as this. She did feel <br />this is an excellent project, however. <br />Director Pinto pointed out to the Board that the sewer and <br />water system was designed so that there are lines that run along <br />Lindsey Road and along 47th Street, and it was anticipated that <br />whole area would be developed. <br />Anthony Brown of the Housing Authority advised that they see <br />no problem with the area being changed if it helps the community <br />of Gifford. It is true there are a lot of vacant lots, but as a <br />result of the sewer and water project, this area now becomes <br />feasible for building. He felt the moderate to upper income <br />subdivision that is proposed will not help any of the problems <br />18 <br />
