MAY 1999 c400K 'ira, <br />Commissioner Scurlock believed we had a plan to replace <br />radios and asked if this is part of that plan. <br />General Services Director "Sonny" Dean confirmed that these <br />are the radios that have been phased out and are no longer used <br />by the County. They will have an auction as there is some <br />interest and they are usable, but these radios are not compatible <br />with what we are using now. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously (4-0) declared <br />the equipment listed surplus and authorized sale of <br />the same. <br />ADMINISTRATIVE MANUAL <br />Administrator Chandler reviewed the following: <br />To: James C. Chandler, <br />County Zoe, <br />ii2stra or <br />From: Jack Personnel <br />Date: April 28, 1989 <br />Sub: Administrative Manual <br />A major goal of your Personnel Department is to completely <br />rewrite the policy manual for Indian River County operations <br />responsible to you. The process approved involves having units <br />of the Administrative Manual written by Personnel, reviewed by <br />your Department Heads, finalized by Personnel for your approval <br />and submission to the Board of County Commissioners for their <br />• authorization to issue. The attached units are ready for the <br />Board of County Commissioners. These represent approximately 15% <br />of the anticipated units (and much more than 15% of the total <br />anticipated pages). There will be 9 major sections of the <br />Manual. Units AM -101 through AM -106 make up the "Introduction" <br />section, for example. <br />Following authorization from the Board of County Commissioners, <br />each unit will be the topic of a Management Training session <br />designed to orient management employees to the material and lead <br />us toward a more consistent and uniform administration. As that <br />process moves forward additional units will be written and moved <br />through the review and approval stages. When the entire manual <br />is complete an abbreviated version of appropriate units will <br />become a new Employee's Handbook. <br />The format chosen for this Manual will accommodate the addition <br />of major divisions other than Personnel topics. Policy and <br />procedure sections from all Departments could result in a single <br />volume comprehensive operational guide for all Board of County <br />Commissioners operations. <br />If you approve, please request authorization from the Board of <br />County Commissioners to proceed. <br />32 <br />
