Mr. Kirrie responded by saying, "Let's get down to an actual <br />number". He explained that he has not responded to the request <br />because the request was very, very specific as to a precise time. <br />The time was the passage of Ordinance 87-22, at which time he had <br />zero employees other than family. However, the year prior to <br />that he had 8 employees. Mr. Kirrie stated that the maximum <br />number of outside employees he has ever had, with no expansion, <br />was 8 plus 4 family members. <br />Commissioner Scurlock noted that 8 and 4 makes 12, and staff <br />is already at 9. <br />Mr. Kirrie asked if the Commission would be satisfied with <br />limiting him according to the ROSE -4 criteria for traffic <br />generation, which is the criteria for limiting him in the first <br />place. <br />Commissioner Scurlock felt that what Administrator Chandler <br />is trying to accomplish here is to have something in black and <br />white so that if the problem arises, we have a specific number <br />for a Code Enforcement officer to refer to. If Mr. Kirrie is <br />talking about just relating it to trip flow, then you have a <br />traffic counter and you would have peak or average daily flow. <br />He felt a specific number would be much clearer for everybody. <br />Mr. Kirrie understood that, but felt that if the Board feels <br />that it must limit him to a specific number, it should be done by <br />the numbers. On page 5 of his packet, it says that "traffic is <br />not generated in excess of that customary for residential use." <br />Commissioner Eggert felt that would be more restrictive, but <br />Mr. Kirrie didn't think it would be. He then addressed the <br />formulas for vehicle trip ends shown on page 23 of his packet, <br />and pointed out that if we look at the overall picture, the <br />bottom line is that he has sufficient property there to put in 7 <br />dwelling units. Staff's own numbers from their memo dated <br />5/9/88, says that 7 trip ends would be produced per 1000 sq. ft., <br />and since he has 4.7 thousand feet, that would make him 16.5 <br />MAY 161989 <br />25 <br />Rona 76 PATE 8b8 <br />
