He didn't know what he would do with 26 <br />employees, because he didn't intend to start General Motors in <br />his backyard. He couldn't hang them from the chandelier, or for <br />that matter, afford to pay them. Mr. Kirrie just felt that the <br />number 9 is restrictive as he had 9 before he ever applied for an <br />expansion. He wondered who in his right mind would put up a <br />building, ask for an expansion, and turn around and be limited to <br />exactly the same number of people he had in the first place. You <br />don't buy 2 or 3 more trucks and put up more buildings and wind <br />up with the same number of employees. <br />Director Keating advised that the purpose in developing the <br />criteria for trip end formulas is to determine road capacity. <br />Chairman Wheeler was very sympathetic to Mr. Kirrie's needs <br />there, but in going back through those Minutes, he felt the Board <br />was talking about family members conducting home occupations. <br />Piper Aircraft is not a home occupation. He really felt that Mr. <br />Kirrie may have been caught in a bad crunch with the growth that <br />has taken place in Florida in recent years, but pointed out that <br />the Board has to look at the total picture. He felt that the <br />Commission has tried to do that and give him all the slack we <br />can, but still make this neighborhood work. <br />Mr. Kirrie appreciated that very much, but pointed out that <br />he has been put in place by a number of different Commissions <br />over the years. If this Commission feels it must restrict the <br />numbers, then the restriction is acceptable -- it is something <br />that is on the books -- it is something that is workable. He <br />stated that he is not an unreasonable person, but when somebody <br />tells him he can have an expansion, but is limited to virtually <br />the same number of people that he had before the expansion, he <br />wonders what good it is. He felt it is a deliberate attempt to <br />kill it. <br />26 <br />
