� r <br />Renee Renzi, 1956 Club Drive, came before the Board and <br />advised that she has no particular interest in this project and, <br />in fact, never heard of it until this morning. She believed, <br />however, the statement made by the Board to the Vero Beach <br />Highlands people earlier was that no projects would be built in <br />the future without two roads in and out, and it would really be <br />disturbing to her as a member of the public to see the Board <br />immediately back off that earlier declaration by approving this <br />without such accesses. <br />Director Keating wished to point out that projects are <br />approved all the time with only one access point. In the <br />Highlands you are talking about more than 5,000 lots, which <br />involves a very substantial number of trips, but in this case, <br />staff has considered the magnitude of the traffic which will be <br />generated by only 88 lots and does not feel another access is <br />required. <br />Chairman Wheeler agreed that in this case we are looking at <br />a relatively small private condo neighborhood of only 88 units - <br />not something like Oslo Park or the Highlands. <br />Ms. Renzi believed that when it comes to safety, people <br />aren't concerned about numbers. <br />Director Keating informed the Board that in some cases, when <br />there is a concern about another access for safety purposes, what <br />we have done is work with the applicant to make sure an emergency <br />access point is put in there with a break -away wall. That was <br />done at the Garden Grove development, and that could be consid- <br />ered in this case. <br />Dean Luethje, Engineer with Carter Associates, informed the <br />Board that the traffic access point was the first item addressed, <br />and it is very important that they do not have to have access to <br />6th Avenue SW or 5th Street SW. They are planning on making <br />special improvements to Old Dixie with a right turn in and a left <br />turn lane as well as widening it in that area.
