_I <br />W14Y 2 3 1999 Boa 76 P,.PE 96,30 <br />only want one access. This project is only 88 lots, which does <br />not generate a great amount of traffic; so, they would request <br />that it be approved with the conditions in the staff's <br />recommendation. <br />Commissioner Eggert asked why they wouldn't want an <br />emergency break -away situation, which essentially keeps the <br />project private, and Mr. Luethje asked where the Board would want <br />such an exit. He noted that he has had no previous experience <br />with this and asked where they would be coming from with any <br />emergency rescue vehicles. <br />Public Works Director Davis felt 5th Street SW would be the <br />best location. <br />Commissioner Eggert believed the main purpose of this <br />emergency exit is not access for emergency vehicles, but would <br />relate to a more catastrophic situation where you are trying to <br />get people away; in other words, just a place they could get <br />through for an emergency evacuation. She did not believe it <br />would be allowed to be used except in an extreme situation. <br />Mr. Luethje noted that the intent" of this project is to keep <br />it landscaped and buffered on all sides, and he believed an <br />emergency exit would necessitate eliminating some of the <br />landscaping. He asked about putting it on the southeast corner. <br />Commissioners Eggert and Bowman did not want to see it <br />coming out onto Old Dixie. <br />Director Keating commented that if the Board wished, they <br />could approve this with the condition of an emergency break -away <br />exit and staff could work the location out with the applicant and <br />give administrative approval. <br />Commissioner Eggert reiterated that she would not like to <br />see it access Old Dixie, and Director Davis felt the fact is that <br />no matter how they exit, they will work their way back to Old <br />Dixie because of the canal. <br />Debate continued at length as to the effectiveness of a <br />48 <br />
