South of 12 Street is a standard width <br />pavement (approximately 20 feet wide). The County now is going <br />to 24 -ft roadways, but 20th Avenue was constructed in the 1960s <br />or 1970s. <br />Commissioner Eggert understood that there would not be <br />another lane there where it could be widened by 3 feet, and <br />Director Davis stated that was correct, it would remain as 2 <br />wider lanes. <br />With respect to traffic levels, Director Davis advised that <br />20th Avenue is operating fine now at level of service "A" with <br />almost 6,000 vehicles per day. We need the signalization at 8th <br />Street. The 4 -way stop at 4th Street probably will be the next <br />intersection to be signalized along that connector, and from that <br />point it would be signalized all the way down to Oslo Road. Oslo <br />Road is ready for a full signal as the poles are in and the <br />electrical service is in. Right now, we have a flashing beacon <br />there, and there will not be a fully actuated signal until the <br />traffic warrants for signalization are met. <br />Commissioner Eggert inquired if, in their considerations for <br />distributing traffic over the county, the Transportation Planning <br />Committee was discussing philosophically what they expect to <br />happen to residential, family neighborhoods. She felt there was <br />a point at which distribution of traffic becomes threatening to <br />nice family neighborhoods where you don't want zoom through <br />traffic. <br />Director Davis explained that because so much of the land <br />use in this county is either residential or agricultural, there <br />are single-family residential homes along every corridor you look <br />at, whether it be 43rd Avenue, 27th Avenue, or 20th Avenue, and <br />it is very difficult to try to isolate one particular roadway <br />that doesn't have single-family residential land use as opposed <br />to one that does. <br />16 <br />
