He felt the <br />approach by the Commission back in 1987 was to please everybody, <br />and that was 1) to provide two very much needed additional <br />accesses to the Highlands, and 2) to try in the interim to <br />lessen the impact on the residents along 20th Avenue. However, <br />we have not had an opportunity to see how 27th Avenue works since <br />17th Street SW is not opened up yet due to a delay in obtaining a <br />permit from the St. Johns River Water Management District. <br />Commissioner Scurlock was very concerned about 20th Avenue where <br />it narrows down between 8th and 12th Streets. He felt that was a <br />very dangerous stretch under current conditions, and would only <br />get worse with the increase of traffic if 20th Avenue SW was <br />opened up. He asked if we have any plans to make any <br />modifications in that stretch of 20th Avenue in conjunction with <br />opening up 20th Avenue. <br />Director Davis reported that the County has a improvement <br />program at 8th Street and 20th Avenue. The right-of-way <br />acquisition is complete. Southern Bell and FP&L are both <br />relocating poles out of the intersection. We removed a Targe oak <br />tree that was causing a sight distance problem in the way of the <br />road widening project. The section of 20th Avenue approximately <br />400 feet to the north of 8th Street will receive a left -turn <br />lane, so that road way will be widened approximately 16 feet. At <br />that point it will transition to the existing 2 -lane road, which <br />has adequate right-of-way. However, there is a ditch on the east <br />side of the roadway that consumes a large portion of the <br />right-of-way. We do anticipate resurfacing and probably widening <br />as much as 3 feet of the existing roadway from 300 feet south of <br />12th Street where we have done recent improvements to the 3 -lane <br />section of 20th Avenue at 8th Street. Director Davis explained <br />that they have been waiting until that intersection is completed <br />before making those planned improvements.
