40 6 1989 <br />BOOK 76 ME 968 <br />and the drug trafficking there. Mr. Hawkins felt that with the <br />second access from 27th Avenue, there will be less traffic on <br />20th Avenue. He wanted to see Oslo Park paved, but wanted <br />everyone's children to be safe. He was for the improvement. <br />Roy Ebie, 2436 13th Avenue SW, was concerned about the <br />safety of the children from both the Highlands and Oslo Park. He <br />was also concerned that rainfall from a major hurricane would <br />leave the narrow access at Highlands Boulevard under 6-8 feet of <br />water. He didn't feel that we should let one little area dictate <br />to thousands of people, and urged the Board to open up 20th <br />Avenue as fast as possible in order to protect the public's <br />safety. <br />Roger Gist, 2109 6th Avenue SW in Vero Highlands, presented <br />a petition signed by 20 people in favor of the 20th Avenue <br />extension. (This petition is in addition to the petitions with <br />approximately 500 signatures submitted at the Commission meeting <br />of May 23, 1989. PETITIONS ARE ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD.) Mr. Gist asked how many cars travel Old <br />Dixie Highway between Highland Drive and Oslo Road, and Director <br />Davis advised that stretch gets about 4800 vehicles per day. If <br />that growth continues we will be seeing an increase of 300-500 <br />vehicles per day per year. <br />Mr. Gist understood that the County has the right-of-way all <br />along 20th Avenue from Oslo Road to St. Lucie County, but <br />Director Davis explained that we do not. There is a jog in the <br />Highlands at 21st Place and it is not continuous. There is a <br />section between 17th Street SW and the south county line that is <br />incomplete. <br />Mr. Gist further understood that staff is for opening up <br />20th Avenue, and Director Davis advised that staff analyzed this <br />on technical merit and recommended the opening to the <br />Transportation Planning Committee, who concurred. <br />Mr. Gist pointed out the delays in response time whenever a <br />fire truck or EMS vehicle has to respond by using Old Dixie <br />22 <br />
