Highway between 4-6 a.m. He emphasized that there are 1100 <br />homes in the Highlands with approximately 3000 residents, of <br />which probably 50% are over 50 years in age. Mr. Gist felt that <br />Oslo Park could raise money to hire a crossing guard and build a <br />sidewalk the same way as the people did in the Highlands. Mr. <br />Gist urged the Board to accept the recommendation from staff and <br />the TPC. <br />Joseph Theriault, 659 SW 20th Place in Vero Highlands, was <br />in favor of opening 20th Avenue between the Highlands and Oslo <br />Park. He felt the only people with a legitimate complaint about <br />this connection are the people who live on 20th Avenue between <br />17th Street SW and Oslo Road. Between 17th and 14th Streets, <br />which is the undeveloped part, there are 17 residences, 4 of <br />which are for sale, and 3 others which appear to be vacant. This <br />leaves 10 families with a vested interest in what happens to <br />their street. Those families definitely have a problem with <br />children playing in the street. He felt the problem is so <br />severe, that even without the connection being made to the <br />Highlands, those children should be taught to keep out of the <br />street. Mr. Theriault believed the needs of the many residents <br />in the Highlands should prevail over the 10 residents who live on <br />that stretch of 20th Avenue in Oslo Park. He urged the Board to <br />extend 20th Avenue. <br />Virginia Cessna, 375 20th Avenue, urged the Board not to <br />harm the Oslo Park neighborhood by opening up 20th Avenue just <br />because a mistake was made 20 years ago in the design of the <br />Highlands. <br />Ann Lau, 1695 20th Avenue, SW, Oslo Park, emphasized that <br />most people in Oslo Park are working families and many could not <br />come today. She also emphasized that this is not Oslo Road, this <br />is Oslo Park, and it is a caring community. She opposed the <br />opening of 20th Avenue because of her concern for the safety of <br />her children, and pointed out the difficulty in trying to tell <br />JUN 6 1989 <br />23 <br />EOOK " FSG 6 <br />
