,SUN 6 '1989 <br />75 E976 <br />entrance is blocked because of a railroad disaster, etc., someone <br />could bring suit against the County because the County did not <br />act in the best interests of the greatest number of people. <br />Virgil Vannatta, 306 20th Avenue, opposed the opening up of <br />20th Avenue. He stressed that there is heavy traffic along 20th <br />Avenue even now during the off season, and asked the Board to <br />consider all of this in their decision today. <br />Sandra MacDougall, 2036 20th Avenue SW in Vero Highlands, <br />explained that they bought their home there because it was a <br />single lane road with hardly any traffic, but, unfortunately, it <br />didn't stay like that. People who drive up and down that single <br />lane road have a tendency to go very fast. She asked if the <br />County plans on expanding that single lane if or when they open <br />20th Avenue. Mrs. MacDougall wished to see that single -lane road <br />made a one-way street if it is not expanded to two lanes. <br />Director Davis felt that is probably what should be done <br />because it is not a standard width road. There are many half <br />roads in the county at the fringes of development because the <br />other half should be completed by the abutting property owner. It <br />could be made a one-way street very easily. <br />Mrs. MacDougall felt her street would be much safer if it <br />were a 2 -lane road, however, and Director Davis agreed. <br />Barbara Buhr, resident of Oslo.. Park, noted that they are a <br />small area but the issue has gone outside of their neighborhood. <br />She presented petitions signed by 470 residents of Oslo Park and <br />people outside their neighborhood who oppose the opening up of <br />20th Avenue. (PETITIONS ARE ON FILE IN THE OFFICE OF THE CLERK TO <br />THE BOARD).Mrs. Buhr felt that you cannot put a price tag on life <br />and that we must protect it. She agreed that the Highlands needs <br />another exit, but suggested that they find another access where <br />it will service the entire neighborhood with regard to response <br />time for emergency vehicles. She suggested a third access be <br />through 7th Street along the Lateral J Canal, and emphasized that <br />30 <br />
