1' <br />APPROVAL OF SEPARATE TAX ROLL FOR NON -AD VALOREM ASSESSMENTS, AS <br />REQUESTED BY THE PROPERTY APPRAISER <br />The Board reviewed the following letter dated 5/16/89: <br />305-567-8188 <br />SUN -COM 224-1480 <br />May 16, 1989 <br />David C. Nolte <br />"CERTIFIED FLORIDA APPRAISER" <br />INDIAN RIVER COUNTY PROPERTY APPRAISER <br />1840 25TH STREET <br />"WE ARE HERE TO SERVE YOU" VeRO BEACH. FLORIDA 32960 <br />TO: honorable Board of County Commissioners <br />Indian River County <br />F.S. 197.3632 provides for a separate tax roll for non -ad valorem <br />assessments. It calls for a cumbersome methodology which would <br />require all non -ad valorem districts to have sophisticated computer <br />capabilities and highly trained personnel to duplicate capabilities <br />the Property Appraisers office already possesses. It is also clear, <br />based upon the SWD experience, that the data the Property Appraiser <br />uses for assessments is not necessarily the same data needed by the <br />various districts and once again, the districts would have to hire, <br />train and equip personnel to duplicate capabilites which already <br />exist. <br />Therefore, I recommend setting up a county department under the <br />direction of the Property Appraiser (for data collection and tax <br />roll preparation), and Tax Collector (for bill preparation and <br />collection problems) funded by the non -ad valorem districts. <br />I request a three person department - two hired by the Appraiser and <br />one by the Collector - all three would be cross trained to collect <br />data, prepare the roll and bills, and answer technical questions <br />about the assessments. The task of defending the level of assess- <br />ment and the need for the tax funds would, of course, remain with <br />the various districts. <br />If you agree, I would like to start the department A.S.A.P., so that <br />the personnel could be in place for this years TRIM. <br />David C.
