Richardson <br />TFie Environmental Learning Center <br />"A Commitment to Conserve" <br />May 15, 1989 <br />Chairman Gary Wheeler <br />Indian River County Board of Commissioners <br />Indian River County Administration Building <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />Dear Gary: <br />I am writing to make an initial inquiry into the possibility of <br />The Environmental Learning Center acquiring a lease on a piece <br />of county land contiguous to the parcel on which the Center is <br />planned. Along the east side of the island, and immediately <br />under the bridge span, is a piece of bulkheaded right of way <br />which could be ideal for a needed docking facility. <br />This parcel is part of a county right of way, and currently, <br />there is no use to which the parcel is actively put. The Center <br />plans boating activity along the Intercoastal side of the <br />island to include Coast Guard Auxiliary vessels, our own boats <br />and a larger boat for lectured river tours to be done in <br />conjunction with the Marine Resources Council. <br />Since this parcel is complete with a concrete bulkhead, <br />additional construction will be limited to a few pilings. There <br />is adequate off street parking at the site. The important <br />advantages to the Environmental Learning Center operation when <br />weighted against any disadvantages to the county would seem to <br />make this arrangement simple enough.
