JUN 6 1989 <br />BOOK 76 FA, U 6 <br />INDIAN RIVER BOULEVARD, PHASE III - JOINT PROJECT AGREEMENT FOR <br />DOT-LGCAP GRANT FUNDS AND AUTHORIZING RESOLUTION <br />The Board reviewed the following memo. dated 5/30/89: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: <br />Indian River Boulevard Phase III <br />1) Joint Project Agreement for Florida DOT-LGCAP <br />Grant Funds <br />2) Authorizing Resolution <br />REFERENCED LETTER: C.C. Barrett, Jr., Florida DOT to Chairman <br />Gary Wheeler dated May 23, 1989 <br />DATE: May 30,. 1989 <br />DESCRIPTION AND CONDITIONS <br />In early 1988, staff applied for Florida DOT funding under the <br />Local Government Cooperative Assistance Program for 20% of the <br />construction cost of Indian River Boulevard from SR60 to Barber <br />Avenue (37th Street). Due to funding problems experienced on a <br />statewide level, staff has just received a Joint Project <br />Agreement from the DOT. The attached agreement provides for the <br />following: <br />1) Funding of $550,000 for the project. This amount is less <br />than the $726,000, that the DOT approved in August, 1988. <br />It is possible that future appropriations by the legislature <br />would restore the funding to the $726,000 level. <br />2) The DOT must approve the plans, specifications, and <br />estimates prior to contract letting. <br />3) The County must administer the Project in compliance with <br />all laws governing the DOT. <br />4) The County is responsible for all cost overruns associated <br />with the project, unless the DOT agrees to participate. <br />5) The County must keep proper records and make them available <br />to the DOT. <br />RECOMMENDATION <br />It is recommended that the Chairman be <br />attached Joint Participation Agreement. <br />In addition, the attached resolution <br />Board. <br />authorized to execute the <br />must be approved by the <br />Public Works Director Jim Davis advised that the DOT called <br />and said not to worry about executing the Memorandum of Agreement <br />referred to in the resolution.
