Commissioner Bird explained that what he needs today is to <br />get the Board's authorization for the following items: <br />1) To make a formal request to St. Johns River Water Management <br />District governing board for the donation or long term lease of <br />the property back to Indian River County for the development of a <br />range facility on the site. <br />2) To ask the Public Works Department to pursue any grants or <br />funding that may be available for the development of a range <br />facility for law enforcement or civilians. <br />3) To have the preliminary design of the range that has been <br />done so far reviewed by the full Firearms Range Committee and, if <br />approved there, sent on to the Water District for their review. <br />Commissioner Bird reported that the District's staff has <br />indicated that if we do go with that site, they would not only <br />make the site available but would also assist us in the <br />construction of a range facility on the site, i.e. roads, berms, <br />etc. We don't know how far they will be able to go, but when we <br />get the design of the range approved by the Committee, we will go <br />to the Water District at that point and show them how the range <br />needs to be built, and ask what they can do to assist us. At <br />that point we would develop a total cost for developing the range <br />facility, probably in phases, and determine exactly what the <br />Water District will do and what is .left. We would then bring <br />that information back to the Board along with what the amount the <br />Sheriff has indicated he can come up and what we can do in kind <br />with maybe some County equipment and some cash. The final step <br />would be to enter into an agreement with the SJRWMD regarding the <br />construction of the site and the on-going maintenance and <br />supervision of the site.
