Request for Authorization to Execute Joint Participation <br />reement w <br />The Board reviewed memo from the Community Development <br />Director, as follows: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP & K <br />Community Development Director <br />DATE: June 2, 1989 <br />SUBJECT: REQUEST FOR AUTHORIZATION TO EXECUTE <br />JOINT PARTICIPATION AGREEMENT WITH FDOT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 13, 1989. <br />DESCRIPTION & CONDITIONS <br />Recently, the planning department was 'contacted by the Florida <br />Department of Transportation (FDOT) and informed that the county <br />was eligible to apply for a portion of a $50,000 allocation that <br />the District 4 office has received in the form of a <br />Transportation Planning Grant. Since these funds are available <br />.only to urban areas below 50,000 in population, Indian River and <br />Martin are the only counties in District 4 eligible to receive <br />the funds. Therefore, the county can expect to receive $25,000 <br />if :it chooses to apply for the money. This money would be <br />available to the county as a grant with no match required. <br />Because of FDOT's budgetary constraints, a joint participation <br />:agreement between the county and FDOT will need to be executed <br />prior to June 30, 1989 in order for the funds to be available. <br />If the Commission authorizes the chairman to execute such an <br />agreement on the condition that the agreement is acceptable to <br />the county attorney's office, then the timeframe should not be a <br />problem. <br />According to FDOT, the grant funds are to be used to address <br />critical traffic circulation problems. In its correspondence to <br />the planning department, FDOT identified several possible uses <br />for the available funds. Based upon this list and discussions <br />with FDOT staff, the planning and public works departments agreed <br />on a general project scope for the funds. <br />The staff proposes to use the funds to purchase computer <br />equipment, a plotter, and permanent traffic count equipment. <br />While the computer equipment would facilitate use of the <br />transportation planning software currently being used by the <br />planning department, the plotter would provide staff with the <br />ability to plot the maps produced by the software. As for the <br />permanent traffic count equipment, this would provide more and <br />better data to both the county and FDOT on total volumes and <br />seasonal variations. <br />13 BOOB <br />JUN 1 1989 <br />
