ALTERNATIVES & ANALYSIS: <br />BOOK 77 N� GE 14 <br />The subject grant funds are available to the county at no cost <br />with no required match. For that reason, accepting the funds is <br />a benefit to the county. <br />As to the project scope, there are a number of alternate uses for <br />which the grant funds could be spent. However, since the county <br />is currently using FDOT funds to have a consultant develop a <br />traffic circulation plan that is FSUTMS based_ and runs on the <br />` planning department's microcomputers, the staff will be <br />constantly using the transportation model and regularly updating <br />it. Not only will the computer equipment and plotter proposed <br />for acquisition with the grant funds assist with that effort; but <br />this equipment constitutes items that would had to have been <br />Purchased with county funds at some future time. As to the <br />Permanent count stations, these will provide data for updating <br />the traffic circulation plan and for implementing a concurrency <br />management system. <br />RECOD94ENDATION : <br />The planning and public works staffs recommend that the Board of <br />County Commissioners authorize the chairman to execute a joint <br />participation agreement with FDOT upon approval of the agreement <br />by the county attorney. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Scurlock, the Board unanimously adopted <br />Resolution 89-60 authorizing execution of a Joint <br />Participation Agreement with the FDOT regarding <br />the $25,000 grant funds available for traffic <br />circulation studies. <br />14 <br />� � r <br />
