Planner Boling noted that there is a use issue. The River <br />Club Golf Course has its own facility at this time, and this <br />proposal would combine it with the Grand Harbor golf course <br />facility and have the one facility on the east of the Boulevard. <br />Commissioner Scurlock questioned why staff would recommend <br />any Boulevard access for a maintenance facility that is designed <br />primarily to service the golf course - why don't they access that <br />internally and not have any impact on the Boulevard? <br />Planner Boling advised that there is going to be a planned <br />median cut there already, and there is internal access into the <br />project from the back of this.maintenance site itself. <br />Commissioner Scurlock did not see why we should be faced with <br />a maintenance building fronting right on our Boulevard when they <br />could put it into their development internally. <br />Chairman Wheeler asked if anyone present wished to be heard. <br />Bud Fielder of Grand Harbor explained that this consolidates <br />both maintenance facilities into one location, and it will be <br />screened so that it won't be visible from the Boulevard. <br />Chairman Wheeler asked if they actually need access on the <br />Boulevard, and Mr. Fielder stated that they do need it for <br />deliveries because ultimately the temporary access they are <br />proposing would be through a residential neighborhood. <br />Commissioner Bird commented that if this were a stand-alone <br />piece of property and a stand-alone entrance, he believed he would <br />insist it be serviced internally, but staff has indicated it will <br />be shared by three other adjoining properties. <br />Commissioner Scurlock felt in a project of this size there <br />certainly must be enough flexibility so that good planning could <br />have worked out something which could be serviced internally and <br />still be buffered from their units. He really had a concern about <br />our Boulevard, and not only its aesthetics, but its free flowing <br />nature. <br />Planner Boling advised that staff did discuss this, and <br />Public Works <br />in particular didn't want <br />any more cuts on <br />the <br />L_ <br />31 <br />BOOK <br />7 f'A'EVN <br />
