The use shall provide for efficient internal circulation of <br />vehicles on site. <br />2. All service stations located within an IG District shall be <br />subject to the restrictions and requirements of the applica- <br />ble fire department, in order to ensure adequate separation <br />from heavy industrial uses which may pose a safety hazard. <br />[Not applicable in the CL district.] <br />3. All tanks and facilities for the storage of gasoline petrole- <br />um oils and other flammable liquids shall be located under- <br />ground and shall be subject to all setback requirements of <br />the applicable district. <br />4. No outdoor storage shall be permitted.. <br />5. No site shall abut or be located within one hundred (100) <br />feet of a residential district." <br />Proposed Changes: <br />It is the applicant's opinion that the administrative permit <br />criteria cited above do not appropriately apply to a quick oil <br />change facility, since some of the criteria are in place to deal <br />with the safety and fire hazards of gasoline fuel storage. In <br />particular, the applicant is opposed to criterion #5, which <br />requires a 100' separation distance between project sites and any <br />residential district. Application of such a criterion would <br />preclude development of a quick oil change facility on a site the <br />applicant wishes to develop which is currently zoned CL and abuts <br />a single family residential district.. In general, the applicant <br />feels that his quick oil change use generates less traffic, noise, <br />and solid waste than other uses allowed in the CL district that <br />are not required to be separated from residential districts. The <br />applicant cites convenience stores with accessory gasoline sales <br />as an example. <br />The applicant proposes the establishment of a new classification <br />listing, "Automotive Petroleum Products Sales Other Than Gaso- <br />line", to be allowed within the CL district as an administrative <br />permit use with the following criteria: <br />"1.
