JUN 13 <br />BOOK 77 FADE 54 <br />already have a lot of pressure on that money - the Public Health <br />Building is ready to go forward, the new phase of the Jail, etc., <br />and she feels there should be a referendum with the millages <br />designated. <br />Commissioner Scurlock advised that he will support what <br />apparently is the feeling of the majority of the Board. He thinks <br />a referendum will pass, but his position is that it will cost us a <br />good deal more in the long run. He agreed there is no question <br />that there will be an on-going expense involved with this <br />acquisition, but an integral part of our way of life in our <br />community is our atmosphere, and it is Memorial Island, and the <br />river and the wetlands, and all those kind of things, and they are <br />essential to the kind of community he wants to live in. Commis- <br />sioner Scurlock felt very strongly about having a MSBU as part of <br />the funding as he did believe there is a more specific benefit to <br />the property that is adjacent. He reiterated that he will support <br />the Motion for a referendum although he has stated his reasons <br />that he felt it was not needed. He hoped all will get out and <br />sell this. <br />Attorney Vitunac pointed out that if there is going to be a <br />referendum, it will involve two different things - one is the <br />decision to buy the property and the other is the decision of <br />whether or not to pay for it with a -General Obligation Bond, and <br />he wished to know exactly what the Board meant by going to <br />referendum. <br />Commissioner Eggert clarified that with her statement, she <br />said with a specific millage request, but there has been no Motion <br />on this yet. <br />Commissioner Scurlock stressed that the Finance Committee <br />recommendation regarding the 6 million contingency was that other <br />than the 1.5 million seed money and the $900,000 for the South <br />County Park, all the rest of the money be retained as a reserve. <br />The Board approved this recommendation, and if we get a vote of <br />approval, we could go right to those funds. <br />54 <br />-I <br />
